Government of India should enact a law to protect citizens in public spaces.
The law should provide for heavy penalties for negligence that may cause physical harm to humans and animals.
a) Anybody digging open wells or installing tube wells should ensure sufficient protection against accidental falling into the pit or any other accidents due to their actions. The penalities imposed should be deterrant in nature to prevent accidents.
Recently a family was killed when their car fell in to a well. This sort of accidents happen regularly in India. Many tubewells that are left open led to small children falling into the pit. These negligence should be penalised heavily. It should be made the duty of a responsible citizen to report such open wells to the authorities including local police station through phone or email or other electronic means or directly filing complaint. The officer should immediately contact the owner of the premises and ensure that adequate protections are provided. A fine should be imposed on his negligence. If he does not comply with the instruction of the police or local government authority his penalty should be substantially increased.
